UPDATE: Carta Porte Requirements Affecting Mexico Shipments Enforcement Set to Begin October 1, 2022

As we have reported, new Carta Porte rules issued last year by the Mexican Tax Authority (SAT) mandate additional waybill information on shipments moving to/from Mexico, including commodity description, package type and quantity for each product, and a 24-hour point of contact for an immediate response to information questions.

Carta Porte is required for all Mexico-billed shipments. While the mandate went into effect on January 1, 2022, SAT provided a grace period for compliance with these new requirements, which was extended through the end of September. Enforcement of the new rules is now set to begin on October 1, 2022.

BNSF systems have been enabled to accept the additional Carta Porte information via Electronic Data Interchange (EDI) as well as in our Shipping Instructions application. In Shipping Instructions, for multiple Mexico-bound units, Carta Porte information can be copied from the lead unit to each follower unit. The Shipping Instructions application is accessible via the BNSF Customer Portal (login/password required). 

If your waybills are processed through Electronic Data Interchange (EDI), we remind customers to please ensure that you are using EDI version 5010RAIL or later.
